Description of Spill Prevention Control and Countermeasure
(SPCC) Plans:
Storb Environmental is proficient in producing SPCC Plans,
conducted in accordance with 40 CFR, Part 112.7, meeting the requirements
for facilities to prepare, amend, and implement Spill Prevention, Control
and Countermeasure (SPCC) Plans. With the completion of over 500 SPCC
Plans in PA, NJ, DE, MD, and NY, we have extensive experience in completing
approved plans for our clients with pipeline terminals and bulk petroleum
storage facilities. In accordance with regulatory requirements, Storb
Environmental routinely updates plans for our clients to comply with
regulatory deadlines or changes made to the facility.
SPCC Plans are a cornerstone of EPA's strategy to prevent
oil spills from reaching our nation's waters. Unlike oil spill contingency
plans that typically address spill cleanup measures after a spill has
occurred, SPCC Plans are intended to ensure that facilities put in
place containment and other countermeasures that would prevent oil
spills from reaching navigable waters. Under EPA's Oil Pollution Prevention
regulation, facilities must detail and implement spill prevention and
control measures in their SPCC Plans. A spill contingency plan is required
as part of the SPCC Plan if a facility is unable to provide secondary
containment (e.g., berms surrounding the oil storage tank).
Each SPCC Plan, while unique to the facility it covers,
must include certain elements. To ensure that facilities comply with
the spill prevention regulations, EPA periodically conducts on-site
facility inspections. Facilities are now required to submit certain
information after having two or more discharges (over 42 gallons) in
any 12-month period or a single discharge of more than 1,000 gallons.
A copy of the entire SPCC Plan must be maintained at
the facility if the facility is normally attended for at least four
hours per day. Otherwise, it must be kept at the nearest field office.
The SPCC Plan must be available to EPA for on-site review and inspection
during normal working hours.
Storb Environmental also provides Pennsylvania Department
of Environmental Protection (PADEP) Preparedness, Prevention, and Contingency
(PPC) Plans and PADEP Spill, Prevention Response (SPR) Plans: Conducted
in accordance with 25 PA Code, Chapter 245 for facilities regulated
by the Pennsylvania Department of Environmental Protection (PADEP)
under the provisions set forth in the Pennsylvania Senate Bill 280,
Act 32 of 1989 as revised, the Solid Waste Management Act and the Storage
Tank and Spill Prevention Act. Once an approved SPR Plan is obtained,
Storb Environmental, Inc. updates the downstream notification letters
and mails to the proper recipients.
